2026 legislation

Each year the Legislature introduces legislation that affects CalSTRS, its members, or their beneficiaries. Below is a listing of legislation for which the Teachers' Retirement Board has taken a position. AB 1619 (Valencia) – Board member per diem

Among other changes to various California retirement board per diem compensation, increases per diem compensation for specific Teachers’ Retirement Board members from $100 to $320.

AB 2417 (Zbur) – Retirement for part-time community college faculty

Requires temporary employees at community college districts to be provided with the option of membership in the Defined Benefit (DB) Program, the Cash Balance (CB) Benefit Program, if offered, or Social Security (SSA). Also requires, by July 1, 2027, CalSTRS, in consultation with CalPERS, to provide links to information regarding the DB Program, the CB Benefit Program and SSA on its website and community college districts to provide this information to newly hired temporary employees.

AB 2780 (PE&R) – Public retirement systems housekeeping bill

Makes minor, technical and conforming changes to the Teachers’ Retirement Law to facilitate efficient administration of the State Teachers’ Retirement Plan (plan), which includes the Defined Benefit (DB) Program, the Defined Benefit Supplement (DBS) Program and the Cash Balance (CB) Benefit Program. Also makes various minor, technical and conforming changes in the County Employees Retirement Law.

HR 9732 (Casten-IL) – Multi-Class Stock Company Voting Transparency Act

Directs the Securities and Exchange Commission (SEC) to require issuers with two or more classes of voting securities to disclose shareholder meeting vote results disaggregated by voting class, as specified.
