David Lamoureux

David Lamoureux is the chief actuary at CalSTRS, the largest educator-only pension fund in the world. Lamoureux became chief actuary in March 2026.
As chief actuary, Lamoureux oversees all actuarial work and advises the Teachers’ Retirement Board on actuarial and funding-related issues, blending expertise in demographic analysis and forecasting with his institutional knowledge on plan design and pension funding. He also collaborates with numerous constituents, consultants, and advocacy and governmental organizations to facilitate critical discussions regarding actuarial and funding matters, and other CalSTRS priorities.
Lamoureux joined CalSTRS in July 2015 as the deputy system actuary. Before coming to CalSTRS, he served as the deputy chief actuary of the California Public Employees’ Retirement System between 1999 and 2015. Lamoureux began his actuarial career working as a consulting actuary for Willis Towers Watson, a worldwide actuarial and benefits consulting firm.
Lamoureux serves as the CalSTRS representative on the California Actuarial Advisory Panel. He is a Fellow of the Society of Actuaries, a member of the Conference of Consulting Actuaries and a Member of the American Academy of Actuaries. He earned his bachelor’s degree in actuarial science from Concordia University in Montreal, Canada.
